WhatsApp chatbot for business: what it can do, what it costs and the 2026 rules
· 11 min read · Automation and AI
Short answer: A WhatsApp chatbot for business runs on the WhatsApp Business Platform (API) through software you connect to your number; the free WhatsApp Business app only offers greeting messages, away messages and quick replies. A bot is good at the repetitive part of customer service: order status, opening hours, prices, booking questions. Meta doesn't charge for messages customers send you, and since 1 October 2026 each business number gets 1,000 free service messages a month; beyond that, and for template messages, Meta charges per delivered message. Two 2026 rules matter: general-purpose AI assistants are restricted on the platform since 15 January 2026, and Meta's policy requires a clear path to a human whenever you automate. For many teams the practical setup is one inbox where AI drafts and your team approves, with full automation only for topics you trust.
What a WhatsApp chatbot actually is
A chatbot is software that reads incoming WhatsApp messages and answers some of them on its own. There are two broad kinds:
- Rule-based bots work from menus and keywords. "Reply 1 for order status, 2 for returns." They are predictable and cheap to run, but customers who type a free-form question often hit a dead end.
- AI chatbots read the question in plain language and write an answer, ideally from your own product and policy information. They handle variety much better, but they need guardrails: an AI that answers from general knowledge instead of your data will sooner or later give a wrong price or promise a delivery date you can't keep.
Either way, the bot lives on the WhatsApp Business Platform, the API version of WhatsApp. The phone app has no way to plug in your own bot. If you're still deciding between the two, our guide to the WhatsApp Business API compares them side by side.
Is there a free WhatsApp chatbot?
Not in the full sense. What you get for free in the WhatsApp Business app is:
- Greeting and away messages, sent automatically when someone writes to you.
- Quick replies: up to 50 saved answers you insert by typing "/" in a chat.
These are auto replies, not a bot: they don't understand the question, and they can't look up an order.
Meta also offers its own AI, Meta Business Agent, inside the WhatsApp Business app. According to WhatsApp's Help Center, it is currently available only in limited countries to select businesses, learns from your past chats, catalog, documents and website, and can be set to reply in all new one-to-one chats, in chats from ads, or paused. If you don't see "AI agent" in the app's Tools tab, it isn't available to you yet; there's a waitlist. Note that greeting messages are turned off automatically while Meta Business Agent is connected.
The 2026 rules every WhatsApp chatbot must follow
1. General-purpose AI assistants are restricted. Meta's AI Providers page says that effective 15 January 2026, providers and developers of AI or machine learning technologies may offer general-purpose AI assistants on the WhatsApp Business Platform only where Meta is legally required to permit it. In practice this targets "ask me anything" assistants distributed over WhatsApp. A business answering its own customers is a different case: Meta's pricing page describes service messages as replies that "can be powered by a 3rd-party AI solution or people."
2. You need opt-in before you message people. Meta requires businesses to get opt-in before messaging people on WhatsApp, to state clearly that the person is opting in to receive messages, and to name the business. A bot that sends proactive messages (reminders, offers) is bound by this; a bot that only replies to people who wrote to you first is answering, not initiating.
3. There must be a way to reach a human. The WhatsApp Business Messaging Policy allows automated replies within the 24-hour window, but requires prompt, clear and direct escalation paths, such as an in-chat transfer to a human agent, phone, email or a support form. It also requires you to respect requests to stop messages.
WhatsApp chatbot pricing: what you pay for
There are two separate costs.
Meta's message fees. According to Meta's pricing page:
- Messages customers send you are free.
- When a customer messages you, a 24-hour customer service window opens. Free-form replies inside it, including your bot's replies, are service messages.
- Since 1 October 2026, each business phone number gets 1,000 free service messages per month; Meta charges from the 1,001st. Utility messages sent inside an open window are now billable too.
- Template messages (marketing, utility, authentication) can be sent at any time and are charged per delivered message, by category and recipient country.
- Meta Business Agent is its own message category and is billed per token.
- If the conversation started from a Click to WhatsApp ad, a free entry point window can stay open for up to 7 days; Meta Business Agent messages are still charged in it.
The software. The bot itself comes from an inbox, chatbot builder or your own development, priced by that provider.
A worked example, as an assumption: a shop receives 900 customer conversations a month, and its bot sends on average two messages per conversation. That's 1,800 service messages; the first 1,000 are free and the remaining 800 are billed at the rate for your customers' country. Answering in one complete message instead of two would keep this shop under the free tier. Bot design is a cost lever, not just a UX choice.
What to automate, and what to keep human
Good candidates for a WhatsApp chatbot:
- Order and delivery status (when the bot can look it up).
- Opening hours, address, shipping times, return policy.
- Product questions answered from your catalog: sizes, materials, stock.
- Booking and rescheduling within clear rules.
- Collecting details before a human takes over: order number, photo of the problem.
Keep a person in the loop for:
- Complaints, refunds and anything involving money.
- Questions your information doesn't cover. A bot that says "I'll pass this to the team" is better than one that guesses.
- High-value sales conversations, where tone matters more than speed.
- Anything sensitive, such as health or legal questions.
A useful middle ground is AI-drafted replies: the AI writes the answer from your data, and an agent reads, edits and sends it. You get most of the speed with none of the risk of an unchecked answer, and you learn which topics are safe to automate fully.
Signs your chatbot is hurting more than helping
- Customers type "agent" or "human" again and again.
- The same customer gets the menu three times in one conversation.
- Answers are correct in general but wrong for your business (prices, delivery areas).
- Your team doesn't know what the bot already told the customer before taking over.
The last one is the most common. When a bot and your team work in separate tools, every handover starts from zero. Bot replies and human replies belong in the same conversation history.
How Bombenda helps
In Bombenda, every message from WhatsApp, Instagram, Facebook, email and website chat lands in one inbox, and your team runs every conversation from there. Saved replies and tags come with every plan. AI drafts answers from your product descriptions, past replies and company notes; when the answer isn't there, it asks you instead of guessing, and an agent sees every reply before it's sent. On Pro, automation and chatbot features let you turn on automatic replies for the topics you choose. Starter is $59 a month (tax excluded), and WhatsApp's per-message fees are passed through at Meta's rates with no markup.
FAQ
Can I add a chatbot to the WhatsApp Business app?
Not your own. The app offers greeting messages, away messages and quick replies, and in some countries Meta Business Agent for select businesses. A custom chatbot needs the WhatsApp Business Platform (API) and software connected to it.
Are AI chatbots banned on WhatsApp?
No. Since 15 January 2026 Meta restricts general-purpose AI assistants offered by AI providers. Businesses can still answer their own customers with AI: Meta's pricing page states service messages can be powered by a third-party AI solution or by people.
How much does a WhatsApp chatbot cost?
Meta charges per delivered message you send, by category and country; customer messages are free, and each number gets 1,000 free service messages a month since 1 October 2026. On top of that you pay for the chatbot software.
